Throughout California there are several state facilities that house those who have severe mental health illnesses or who have developmental or intellectual disabilities. There are a variety of laws under both the Penal Code and the Welfare and Institutions Code that can lead to the commitment of an individual into a state facility. Investigating crimes within a state mental health facility or a developmental center has its challenges. Not only is it a unique environment, but the victims and suspects that an officer may encounter are equally challenging-- which makes investigating crimes committed there different from what officers may be used to.

The goal for this training is to highlight the many challenges officers may face when investigating crimes that are committed within these environments. The program includes several scenarios to demonstrate key points and provides in-depth interviews with subject matter experts and law enforcement personnel from throughout California.

The DVD-ROM video program offers two viewing modes and printable instructor and trainee documents:

Facilitated Group Course
Each segment features a short introduction, followed by scenarios with related questions and activities to assist in facilitating a group discussion. The facilitator has the option to play subject matter expert comments after the discussion to re-emphasize a training point or to ensure all topics are covered. A “Facilitator Guide” document (PDF) is included on the DVD-ROM for printout from a computer.

Informational/Individual Viewing
This viewing mode allows an individual trainee or a small group of trainees to view the training video without formal (classroom) facilitation by an instructor. Features the same scenarios and questions or activities as the “Facilitated Group Course” track. Individual viewers may view sample group discussions, followed by comments from subject matter experts that reiterate and reinforce the teaching points. A "Student Workbook" document (PDF) is included on the DVD-ROM for printout from a computer.
